Turning JPGs into a PDF is usually about making one document from several pictures. A form wants one document; an email is tidier with one attachment; an archive is easier to find later. The tool places each photo on its own page so a recipient can open, page through, and print the set.
Each page uses the image's full pixel resolution, but the tool encodes it again as JPEG at 95 percent quality. That extra compression pass may slightly change the pixels, especially around fine detail. Avoid repeatedly exporting the same photo through several tools if you need to preserve quality.
The page-size choice is where most of the visible difference comes from. A4 or Letter scales each photo to fit a standard page and centres it, which means a photo whose proportions differ from paper gets white space above and below or either side. Fit mode makes each page the dimensions of its image. Select None for margins as well if you want the photo to fill the page.

Pro tip: Compress the JPGs before converting rather than after. A PDF made from full-resolution phone photos is mostly image data, so its size is decided almost entirely by what you put in — and once the document exists, reducing it means regenerating it anyway. Bringing each photo to a sensible size first with Compress JPG to 500KB gives you an emailable document in one pass instead of two, and the quality difference at normal viewing sizes is very hard to see.
Troubleshooting: If your photos sit surrounded by white space, the page size is A4 or Letter and the photo proportions do not match paper — switch to Fit. If the pages are out of order, arrange the thumbnails before generating. If the file is too big to email, the photos were too large going in; compress them and regenerate. If a photo appears rotated, it was rotated in the source file — the PDF reproduces the image as given, so straighten it before adding.
