The number everyone quotes for a Facebook cover is not a requirement, and knowing what it actually is changes how you use it. Meta's own figure is that a cover loads fastest at 851×315 supplied as an sRGB JPG under 100 KB. That is a performance recommendation, and the size and the file weight are two halves of the same sentence. The real floor is much lower — a cover must be at least 400×150, and below that it is refused outright.
The 100 KB half is the demanding one and almost nobody meets it by accident. An 851×315 photograph straight out of a resize is typically several hundred kilobytes, so hitting the target means compressing deliberately after you have set the dimensions. Those are separate operations: resizing changes the pixel count, compression changes how many bytes those pixels take. Doing the resize first and then compressing to the target is the order that keeps the image sharp.

How to resize an image to 851x315 for a Facebook cover

Start from a crop of the right shape
Add your image. If it is not already the proportions of 851×315, crop it first — resizing changes dimensions but never proportions, so entering mismatched numbers stretches the picture.

Type the width and height. With the aspect-ratio lock on, entering 851 should give you 315 automatically; if it gives you something else, your source is the wrong shape and needs cropping.

A photograph with a soft background compresses far harder than one full of fine detail, so choosing a simpler image is often the easiest way to hit the target.
Troubleshooting: If your cover looks blurry, the file you uploaded was narrower than 851×315 and Facebook scaled it up — resize from a larger crop instead. If Facebook refuses it, check against the 400×150 minimum. If the image looks stretched rather than trimmed, it was resized into the cover dimensions rather than cropped to them first.
