10KB is the strictest budget in common use, and it is worth being blunt about what it means: this is not a photograph size. A modern phone photo is two to four thousand times larger than this. What fits comfortably in 10KB is a signature, a stamp, a small document thumbnail — images that are mostly white with a few dark marks on them. Portals that specify it are almost always asking for exactly those.
Reaching it changes more than quality. The tool first searches for the highest quality setting that lands under the target, and when even the lowest setting cannot get there, it reduces the image dimensions by about a third and tries again — up to four times. That is the only honest way to hit 10KB from a normal source, and it means the file you download will be smaller in pixels as well as in bytes. If the portal also specifies minimum dimensions, check the result against them.
Content decides almost everything at this size. A signature scan on white paper reaches 10KB while staying perfectly legible, because there is very little information in it to begin with. A face photo at 10KB will be small and visibly soft, because a face is dense with detail that compression has to throw away.
