The thing that catches most applicants out here is that the file size is stated as a range, not a maximum. A photograph compressed as small as it will go fails the check just as surely as one that is too large, because there is a lower bound as well as an upper one. Anyone who reads "50KB" as a ceiling and squeezes down to 12KB to be safe has produced a file the portal will reject, and the rejection message rarely explains why.
The second thing is that an application needs two separate images prepared to two separate specifications. The photograph and the signature have different size ranges, and they are checked independently — getting one right does not help with the other. Preparing them together, in one sitting, is what avoids the common experience of fixing the photo, resubmitting, and discovering the signature is now the problem.
Most importantly: the authority for your requirements is your own notification document, not any guide including this one. Commissions publish the exact specification in the notice for each recruitment, and the figures do change between them.
